Summary of 2023 Arizona Legislative Session

Summary created by Dianne Post, JD
As expected, Governor Hobbs vetoed far more of the bills we opposed (33), versus the number of bills signed that we supported (16). Because of the makeup of the legislature, most of the bills we supported were never heard in committee, and thus never passed. It is difficult to even have a discussion on anything progressive or neutral.
We should thank Governor Hobbs for actively using her veto pen. We should thank ourselves and each other for registering to vote, campaigning, contributing, and voting so that we have a Governor who can veto the worst of the bills. Please work just as hard or harder in the 2024 election so we can turn over this legislature and get some decent government.

Juvenile offenders; monetary sanctions; repeal

Revokes monetary sanctions against parents,

Governor signed on 5/8

Put on the instructions for voters that it’s a felony to “harvest” ballots other than to help your family and a person you are the caregiver for to vote

Racism: It is already a criminal law to help anyone other than family or person you care for. This puts that language on instructions. Could be voter suppression to scare people who otherwise would help people to vote or could be useful so people know they can help family without being arrested.

Governor Signed 5/8

SB1340 Mendez

Toll roads, conversion, prohibited

No approval if proposed toll road will be converted from a public one into a for-profit one

Economic: We must stop turning public obligations into for-profit opportunities. It also harms the most vulnerable who cannot afford a toll road.

SB1582 Kerr

Lifetime injunction; petition; procedures

Victim can submit petition if did not do so at sentencing; set aside of a conviction does not invalidate an injunction

Governor. Vetoed 4/17

HB2394 Smith

Firearms, sovereign authority

We have a law saying our gun laws are supreme to the federal (they are not) so they added that no tax, stamp, fee etc. put on guns or ammunition by the federal government shall be paid.
